Corruption is the Bad Cultur



          Many countries in the world that a lot of corruption. Causing the economy of a nation will become chaotic and it can make the people become miserable, especially for low among communities. For example, Indonesia is one of 58 countries is civilize the corruption. It’s has became the culture of Indonesian governments. While the low among of communities can be miserable. The government has tried hard to overcome the corruption. As a result of corruption in the country of Indonesia is quite reduced in this government. Corruption is the bed culture for the governments in this world.

Firstly, Indonesia is one of 58 countries in the world is civilize the corruption. ­­­­many government in Indonesia took the opportunity from them position that to enrich them selves. So that it can make the miserable community, especially for the low among communities. This action was done because of the weak of low that was made by government. According to Lopa (1998) “highlights the greed of those in positions of power, who are often already wealthy individuals, combined with a weak system of law enforcement where investigations are poorly carried out and few prosecutions are made”. From the above statement we know the low in this country is very weak system. So it was given the opportunity for the government who will enrich them selves. The corruption also can occur that cause of indecisiveness laws applicable in the government in progress. Rose-Ackerman (1997:19–20) argues that “incentives for corruption are provided by the high level of funds and resources under the discretionary control of officials, combined with poor formal laws on corruption, the lack of credibility of law enforcers, and the poor conditions of civil service employment”. In Indonesia many people who served are the government largely that took the opportunity for corruption. They work together with corruption watchdog, so that they can embezzle state funds to their account. In addition, corruption also occurs in the including foreign investors and international financial institutions. According to Klitgaard (1998:4) asserts that “almost everyone who lives and works in Indonesia goes along with corruption including foreign investors, aid donors, and international financial institutions”. To conclude, Indonesia is bed country with its corruption culture.

 

Corruption has become the culture of Indonesian governments. It’s was happened in all of the institution at this country. For example, case of Gayus Tambunan. ICW legal researcher Donald Faris, on Sunday (21/11/2010), at ICW office, Jakarta, revealed 10 cases of irregularities of gayus. Firstly, Gayus snared in the case of PT SAT with state losses of Rp 570,952,000, and not on the main case, the ownership of accounts of Rp 28 billion. Secondly, Police confiscate property Gayus save a deposit amounting to Rp 75 billion. But, its development is not clear until this time. According to Donald (Sunday, November 21, 2010), “Until now, the sustainability of the examination of other accounts belonging to the nominal Gaius reached Rp. 75 billion would be unclear. The police seem much closed on account of the nominally much larger”. Than, Police still have not prosecute the three companies allegedly bribing Gaius, such as KPC, Arutmin, and Earth Resource. In fact, Gaius has admitted to having received money three million dollars from the company. And than, Kompol Arafat and the AKP Sri Sumartini has convicted. Than, Police set Gaius, Humala Napitupulu, and Maruli Pandapotan Manulung as suspect cases of tax PT SAT. Sixth, on June 10, 2010 Police Headquarters set Prosecutor Cirus Sinaga and Poltak Manulang as suspect cases of bribery in the case of tax evasion committed Gaius. Seventh, the Attorney General reported to the police related to the leaking of Cirus prosecution plans. Eighth, the Director General of Taxation reluctant to re-check the tax company that allegedly bribed Gatys ever since waiting for a new Novum. In addition, Gaius out of the Mako Brimob to Bali by using a false identity. Finally, Police refused Gaius case was taken over by KPK. In fact, the police seem to handle serious cases.

 

While the low among communities can be miserable. Act of the corruptors who embezzled state funds caused a shortage of food, shelter, clothing, etc. So they feel much oppressed by the corrupt behavior. Corruption in public administration produces an imbalance in community service. Corruption leads to distortion (chaos) in the public sector by diverting public investment into community projects where bribes and pay more available. Without realizing it, the poor have to deposit 2 times to the corruptors. First, the poor pay their obligations to the state through taxes and levies, land taxes and levies such as health centers. But their rights by the state are not considered, because "his money for the poor" has been drained for the benefit of officials. Second, efforts to raise state revenues through a rise in fuel prices, poor returns "deposit" for the benefit of the corrupt countries, although with a pretext for subsidizing the poor. And should the state request to return the money to corrupt the people that they are corrupt not the other way even adding to the burden of the poor.

 

 

The government has tried hard to overcome the corruption. According to Alatas (1986:49–50) suggests that “the most important factor in combating corruption is the moral and intellectual stature of leaders”. From that argument we should choice the high moral of government. So that can make them do the corruption. In addition, according to Lopa (1998) “emphasizes the importance of an effective system of management and monitoring of corruption to be administered by honest and disciplined officers”. The discipline government is more important for each country to make the economic that is better. Because if the government have to learn about the system of government. Salim’s (1998) argue that “overall strategy is to strengthen civil society, beginning with free and open elections”. Strengthening of civil society, will see a flourishing of non-government organizations and must entail assurances for freedom of expression. (Harahap, 1999)

 

To conclude the corruption is inhuman and can make the communities be a miserable. Its also can make the economic of the corruptors country will not stable.
